How to do you rig a 360 character with IK Effectors?

Question

I am able to rig the front view just fine but after that view (3qt, side etc.) the controllers don't line up. Even when I press F1 to adjust, some effectors snap but others don't. The ones that do snap are on the same layer but the ones that do not are spread across different layers. Is there a way to fix that and if so how do I fix that?
